Infrastructure in Brazil

The concessionaire Ecorodovias has received authorization from the State of São Paulo to implement its barrier-free electronic toll system, known as "free flow," on the strategic Imigrantes and Anchieta highways. The measure, part of a contract modification valued at 264,7 million reais, aims to modernize traffic management on the country's main logistics corridor.

The government of Estado de São Paulo has authorized the infrastructure operator Ecorodovias to transform conventional highway tolls Imigrantes y Anchieta in a barrier-free or "free-flow" electronic toll collection system. Implementation, which will begin next August 1th, 2026, will initially affect the Piratininga toll stations (kilometer 32 of the Rodovia dos Imigrantes) and Riacho Grande (kilometer 31 of the Rodovia Anchieta), two of the busiest roads in Brazil.

Implications for the logistics corridor and international companies

Modernizing these infrastructures is no small matter for international trade. The system Anchieta-Imigrantes (SAI) is the main connecting artery between the largest metropolis in South America, São Pauloand the Port of Santos, the most important port complex in Latin America. This technological move in Brazil represents a significant precedent in a concessions market of great interest to large Spanish construction and operating companies, such as Abertis o Cintra (FerrovialThe adoption of technologies such as "free flow" opens up a new field of opportunities for specialized technology companies, such as Indra, while raising the competitive standard for future bidding projects in the region.

The amendment to the concession contract also formalizes the investment in the so-called "Dynamic Combo," a technological project that will replace the current "Operação Comboio" (Combination Operation) to manage traffic in conditions of low visibility or dense fog, a recurring factor in the region that causes significant logistical delays. For Spanish companies with export or import operations through the Port of Santos, this optimization could translate into greater predictability and a reduction in costs associated with waiting times and land transport.

The contractual agreement contemplates a complex economic and financial rebalancing to compensate for the investment, valued at a net present value of 264,7 million reais (approximately €48 million). The tender includes guarantee mechanisms for the public administration, such as the creation of a reserve account held by the São Paulo state government, and defines compensation protocols for potential user defaults and revenue variations resulting from the new billing system. This contract readjustment model will be closely watched by global operators analyzing the legal and financial security of infrastructure investments in Brazil.
