China claims that the measures at issue are inconsistent with several provisions of the General Agreement on Tariffs and Trade of 1994.

China has submitted a request for consultations with the United States Within the framework of WTO, challenging export control and related measures imposed by the United States with respect to certain semiconductor chips for advanced computing, semiconductor manufacturing supplies, and supercomputers, as well as related technologies and services, intended for China or otherwise related to it. The request was circulated to WTO Members on 15 December.

China claims that the measures at issue are inconsistent with several provisions of the General Agreement on Tariffs and Trade of 1994, the Agreement on Trade-Related Investment Measures, the Agreement on Trade-Related Aspects of Intellectual Property Rights and the General Agreement on Trade in Services of the WTO,

The request for consultations formally initiates a dispute at the WTO. Consultations give the parties the opportunity to discuss the issue and find a satisfactory solution without resorting to litigation. After 60 days, if consultations have not resolved the dispute, the complainant may request that it be resolved by a panel.
