Oscar Puente promotes a global strategy to reduce pollution from international maritime transport

 

At a meeting in London, Óscar Puente, Minister of Transport and Sustainable Mobility of Spain, has stressed the importance of developing a to reduce polluting emissions from international maritime transport. During his meeting with Arsenio Dominguez, Secretary General of the International Maritime Organization (IMO), Puente emphasized that current regional actions are insufficient and may negatively affect the competitiveness of the sector.

 

“We defend within the International Maritime Organization that regulation must be at a global level. It makes no sense that there are areas that have regulation and others that don't," The minister declared after his meeting with Domínguez. He also reiterated Spain's support for reaching an international agreement on maritime decarbonization.

 

Puente recalled that both Spain and other member countries of the European Union have been requesting for months from organizations such as the European Commission and the IMO to align their international strategies to avoid diversions to ports with lower climate requirements. The Spanish priority is to achieve measures agreed upon by all the delegations involved.

 

Since October 2024, medium-term measures are being developed to reduce greenhouse gas (GHG) emissions from the maritime sector. These measures include gradually reducing the GHG intensity of marine fuels and establishing mechanisms to price these emissions. The creation of an IMO register on GHG intensity and a fund to facilitate these implementations are also being considered.

 

The meeting also addressed a European study on How to prevent illegal operations by vessels known as the “dark fleet”, which do not transmit locations using automated systems and remain invisible in public surveillance systems. This study is expected to be presented to the IMO’s legal committee shortly.
