Public procurement spending will rise by 33,7% in the first half of 2025, exceeding €87.000 billion.

 

 

The commitment of Spanish institutions to improving infrastructure and services has resulted in a notable increase in public spending on tenders, which has reached 33,7% in the first half of 2025. This increase not only shows a boost in investment, but also creates a breeding ground conducive to business growth, especially in sectors such as construction, technology and consulting.

 

According to the study "Analysis and evolution of the Public Tendering sector"Of DoubleTrade, between January and June 2025, 85.280 public tenders were carried out, which represents a del% increase 6,9 compared to the same period last year (79.720 tenders). • Services: 39.350 contests

• Supplies: 23.320 contests

• Artworks: 15.270 contests

• Studies and reports: 7.520 contests

 

As for geographical distribution, Catalonia, Andalusia, and Madrid are positioned as the autonomous communities with the highest volume of tenders.Catalonia leads the way with 14.730 tenders and an investment of over €18.496 billion. Andalusia follows with 13.220 tenders and €11.800 billion, while Madrid closes the podium with 12.350 tenders valued at over €15.685 billion. The Valencian Community and Castile and León also maintained a significant presence.

 

Among the most substantial competitions, the one that stood out was the ICT services for the CTTI of Barcelona, with an amount of 6.591 billion euros, followed by the framework agreement for the electricity supply of the General State Administration, valued at 3.800 million euros.

 

Piccinini also highlighted the transformative role of Artificial Intelligence (AI) in access to public tenders, which has allowed a 26,8% decrease in contract competition In recent years, tools like DoubleTrade's Insight, which combine AI and CRM, make it easier for both large companies and SMEs to identify opportunities and optimize their strategies, thus democratizing access to public contracts.

 

The business sectors that bring together the most public tenders are: housing construction (18%), in line with the objectives to address the housing crisis. This is followed by professional services and financial reporting (9,2%), the ICT/TELECOM sector (8,4%), and the healthcare sector (8,1%).
