Spain and France publish a call for expressions of interest for the establishment of international Railway Highway services on the Atlantic and Mediterranean axes

El Ministerio de Fomento has published in the Official State Bulletin (BOE)and sent to Official Journal of the European Union, the Resolution of April 5, 2017 of the State Secretariat for Infrastructure, Transport and Housing, from the Ministerio de Fomento, relating to the call for expressions of interest, addressed to designers and manufacturers of rolling stock, for the establishment of international services of Railway Highways (AF) on the axes Atlantic and Mediterranean.

 

This publication fulfills the agreement reached in Vitoria On March 27th, between the Secretary General of Infrastructure of Ministerio de Fomento and the Director General of Infrastructure, Transport and the Sea at the French Ministry of Ecology, Sustainable Development and Energy. This step follows the roadmap approved by the Franco-Spanish working group on the Railway Highways, which was created in October 2015.

 

The publication is done in parallel in Spain and Franceand is open to any designers and manufacturers of railway rolling stock that may be interested in supplying this equipment for the implementation of international services Railway Highways.

 

The main purpose of this call for proposals is to provide Member States with the necessary information to better define and guide their infrastructure policies. This will allow Member States to understand the nature and characteristics of the rolling stock currently available or that may be available in the future, and the conditions under which this equipment could be made available for the provision of the aforementioned services.

 

In this regard, the call for proposals requests designers and manufacturers to define, with sufficient precision, various aspects of the technical solution they propose, such as:

 

Technical characteristics of the rolling stock (nature -either tractor and trailer or trailer only-; conditions of use; dimensions; permissible load; maximum operating speed; compatibility with railway clearances, etc.) and load possibilities (dimensions, restrictions, etc.).

 

 

 

The publication is being carried out simultaneously in Spain and France, and is open to all designers and manufacturers of railway rolling stock who may be interested in supplying this equipment for the launch of the international rail freight services.

 

 

 

Characteristics specifically required of the terminals by the proposed rolling stock For the operation of the services: facilities and equipment needed, estimated cost, mode and limitations of operation, etc., considering compositions of 750 m, 850 m and 1.000 m in length.

 

Information on the adaptability of the material and limitations for the composition of trains of different lengths.

 

Information on the progress status of the administrative procedures related to these materials (authorization for commercial commissioning, certificates of compatibility with the railway infrastructure) and forecast of deadlines for obtaining them, if applicable.

 

Manufacturer references regarding these materials and a description of their uses: services provided, operators, train characteristics (number of cars, mass, length), weekly frequencies and annual flows transported.

 

Information relating to marketing, production and costs of the proposed solution for future service operators.

 

The contributions of dossiers by designers and manufacturers must be submitted, in electronic format, before 17 p.m. on June 30, 2017.

 

The results and information obtained in this call for expressions of interest will serve as the basis for a second call for expressions of interest directed to those interested in providing the services of Rail Freight Highways on the Atlantic and Mediterranean axes.
