INTERNATIONALIZATION AND INFRASTRUCTURE RECONSTRUCTION
El Official Credit Institute (ICO) approves non-refundable funding of almost 515.000 euros for the Ukrainian public manager UkSATSEThe strategic plan, which will lay the foundations for the country's aeronautical recovery and open new avenues for the foreign trade Spanish, will be executed by the consulting firm ALG Global Infrastructure Advisors, a subsidiary of the Indra group.
During the official visit to Ukraine by the First Vice President and Minister of Economy, Trade and Business, Carlos Cuerpo, the Spanish Government has taken an important strategic and commercial step. Through the Official Credit Institute (ICO)operating as a financial agent of Fund for the Internationalization of Companies (FIEM) —dependent on the State Secretariat for Commerce—, a line of non-refundable financing for an exact amount of 514.960 euros.
The direct recipient of this economic injection is UkSATSEThe state-owned company responsible for providing air navigation services and vitally managing airspace in Ukraine. The central purpose of this operation is to finance the drafting of a comprehensive strategy that will serve as a roadmap for the future Recovery and modernization of the air traffic management system of the country, ensuring an efficient and, above all, safe recovery in the context of its future reconstruction.
The role of the Spanish business sector
The consulting project will be developed entirely from within the national territory by ALG Global Infrastructure Advisors, a specialized firm that is part of the Indra groupThe technical work of this company will focus on auditing Ukrainian needs and setting operational priorities for the modernization of the control, communications and navigation systemsFurthermore, the study will define the digital solutions and associated infrastructures necessary to adapt Ukrainian airspace to the most demanding standards.
Support for internationalization and attracting future investments
This financial operation is structured through the line of FIEM Specifically aimed at providing non-reimbursable funds for pilot projects, consultancies, and feasibility studies, this instrument to support international business, approved by the Council of Ministers in June 2025, has a budget allocation of 20 million euros per year and will remain in effect until December 31, 2028.
In addition to reaffirming the government's commitment to Ukrainian reconstruction, this agreement represents a key vector for the internationalization of Spanish companiesFacilitating these types of preliminary studies gives national companies a privileged position to export their experience, technical capacity and technology in future tenders related to the engineering, cybersecurity, digitization and modernization of airport infrastructure.
