 The Spanish university system must advance in international student mobility and teaching and research staff, in degrees and subjects in foreign languages, and in international agreements. It is the diagnosis of the study “The challenge of internationalization of the Spanish university. Comparative analysis and proposals”, promoted by the University-Business Commission of the Chamber of Spain and prepared by the Chamber of Spain, the Conference of Social Councils, and the CYD Foundation, aware of the increasing importance of Capabilities for the quality of the training offered, especially in the current context of globalization and digitalization.

The report carries out an analysis of the situation, in terms of internationalization, of the University System in Spain and launches twenty-four proposals to reinforce its relevance outside our borders, with the certainty of the benefit it can bring to society as a whole, at an economic-business level, attracting talent and recognizing the “country brand.”

In addition to pointing out the barriers that hinder convergence with the rest of European countries, the need to establish agile cooperation between all the leading actors (universities, Administration and companies) is highlighted through a national strategy that joins efforts and intensifies dialogue.

The analysis also identifies the success factors in the internationalization of universities, compiling good practices in this regard both nationally and internationally. These factors include having a comprehensive and stable national strategy that makes it possible to take advantage of interconnections and synergies, together with the need for an effective alliance between Autonomous Communities and the Central Administration, or digitalization as an opportunity to attract international students.

The report identifies twenty-four proposals, divided into two levels of action: proposals to be developed by the Administration and proposals to be applied by the universities themselves. Among the aspects that the study recommends to universities, it stands out to promote the recruitment of international experts; take advantage of the 'alumni' in promoting the 'brand'; prepare for an inclusive internationalization, sensitive to the different realities and cultural needs of the students; and develop stable and sustainable collaboration strategies, both with other universities and with public institutions, companies, and social entities.

Proposals to be developed by the Administration

Regarding public bodies, the report points out the need to establish a specific governance system that includes and coordinates all the agents involved; mostly, Autonomous Communities, Central Government and the Conference of University Rectors (CRUE).

In addition, it suggests improving coordination between educational, immigration and employment policies, aligning objectives between ministries and companies. In this sense, we are committed to promoting or consolidating entities that officially represent the Spanish University System (SUE) and to its universities abroad, facilitating access to information and advice, promoting the international exchange of students, teachers and researchers.

There is also a commitment to develop a strategy to promote the “Spain brand” at the university education level; design and implement specific financial aid instruments for foreign students; promote mobility models and programs with regions of interest (such as the United Kingdom or Latin America), as well as with emerging countries in Asia and Africa; promote cooperation programs between universities and companies aimed at carrying out stays and internships among foreign students; make the study of two foreign languages ​​official in all training itineraries; or reduce times and bureaucratic procedures to expedite the incorporation of foreign students, teachers and researchers into the SUE.

To prepare the study, we have had the collaboration of key actors of the Spanish University System, experts and people responsible for university internationalization, and the successful experiences of higher education institutions that stand out on the international scene have been analyzed.
