Spain and Greece have signed an important Memorandum of Understanding (MoU) to boost the development of Greece's railway infrastructure. This agreement seeks to exchange knowledge and collaborate in a vital sector for both countries.

The signing took place in the Ministry of Infrastructure and Transport of Greece, with the prominent presence of Jose Antonio Santano, Secretary of State for Transport and Sustainable Mobility of Spain.
The agreement was signed by Pedro Marco, President of Adif and OSE, the Greek railway infrastructure manager. Santano expressed his satisfaction with the mutual understanding and the opportunity to improve connections in Greece, which will contribute to the country's integration.
The Secretary of State highlighted Spain's experience in the railway sector, not only in high-speed rail but also in conventional lines, which positions the Ministry's Spanish public companies as European benchmarks. For his part, Adif President Pedro Marco emphasized Adif's international prestige and the growing interest from other countries in the Spanish railway operating and management model. "Adif is a platform from which to train and share successful experiences with administrators in our region," Marco stated.
Strategic Bilateral Meetings
During his stay in Athens, Secretary of State Santano held a series of bilateral meetings with senior Greek government officials.
In a meeting with Christos Dimas, Minister of Infrastructure and Transport, discussed issues of common interest within the framework of the European Union. Santano emphasized the importance of maintaining climate objectives, ensuring adequate funding for infrastructure, its maintenance, and operation, and improving intra-EU connectivity through the development of the TEN-T core network, including cross-border sections. He also highlighted the need to focus on the social and territorial dimensions of transport policy, addressing the needs of citizens.
Santano also met with Kostis Hatzidakis, Deputy Minister and Minister of Economy and Finance, to whom he conveyed Spain's interest in strengthening bilateral relations through agreements, trade missions, and technical visits. He also expressed the interest of Spanish companies in participating in Greece's new rail infrastructure projects, especially high-speed rail.
With Konstantinos Kyranakis, Acting Minister of Infrastructure and Transport, the restructuring of OSE was discussed. The Secretary of State expressed interest in the collaboration, given the extensive experience of the Ministry, Adif, and Ineco in railway network planning and management.
Ineco, Key Partner in Greek Development
The president of Ineco, Sergio Vázquez Torrón, accompanied the Secretary of State during the working sessions. Vázquez Torrón highlighted Ineco's strong presence in Greece since 2014, especially in the airport sector. Ineco is responsible for the design of the new international airport in Kasteli (Crete), which, with an initial capacity of 10 million passengers, will become Greece's largest airport and is expected to be operational from 2027.
In the railway sector, the engineering and consulting services of the Ministry of Transport and Sustainable Mobility, with its vast experience in Spain and globally, are positioned as a strategic partner to boost the Greek railway network. Vazquez Torron He stated that Ineco's capabilities and experience in strategic consulting can be fundamental to the successful transformation of the Greek railway sector, a drive in which they are already collaborating with the design of Kasteli Airport, crucial for the country's air mobility.
