The Spanish Ministry of Foreign Affairs, European Union and Cooperation is strengthening its international cooperation policy through the establishment of Partnerships for Sustainable Development.

This new strategy, framed within the recent Law on Cooperation for Sustainable Development and Global Solidarity, seeks a more effective model focused on collaboration with partner countries.
The minister Jose Manuel Albares He emphasized that these alliances are a "more effective system" for addressing global challenges, focusing cooperation on key sectors that drive inclusive and innovative public policies. This model understands sustainable development as a shared, multidimensional, and nonlinear process that goes beyond traditional cooperation formulas.
The first of these strategic alliances, the Uruguay-Spain Alliance for Sustainable Development 2025-2029, was signed on July 22 during the official visit of the President of the Government, Pedro Sánchez, to UruguayThis agreement marks a milestone in bilateral relations and in the implementation of Spain's new cooperation policy.
Currently, the Ministry is working on defining new alliances with Egypt and Panama, which underscores the transformative, feminist, and multilateral approach of Spanish foreign policy. These collaborations are based on mutual respect and collaborative work to address common challenges of sustainable development.
Partnerships are the result of a collaborative and inclusive process, in which ministries, cooperation agencies, public bodies, civil society, universities, and the private sector join forces. This joint approach allows for the promotion of global and regional public goods and the prioritization of shared goals such as equality, employment, social cohesion, and sustainable production. In the case of the partnership with Uruguay, an agreement to combat organized crime and promote cultural exchanges stands out.
