Regulatory review begins

The European Union simplifies phytosanitary regulations to boost agricultural competitiveness.

The European Commission has announced a new initiative to simplify and modernize legislation on plant protection products, a key step toward increasing the competitiveness of the EU agricultural sector and reducing the administrative burden on national authorities.

The proposal, which will be presented in the form of a draft regulation in October, aims to streamline the market entry of biological control products and substances, as well as clarify the standards for plant protection products, biocides, and feed additives.

 

This regulatory review responds to a growing concern among European producers. Organizations such as the Spanish Federation of Associations of Producers and Exporters of Fruits and Vegetables (FEPEX) have warned that the shortage of phytosanitary products, coupled with the lack of effective alternatives, is seriously affecting production, especially in the fruit and vegetable sector.

 

EU producers complain that they are at a disadvantage compared to their third-country competitors, who have access to a wider range of products. Furthermore, they argue that products imported into the EU are sometimes treated with substances banned on the domestic market, creating an unsustainable situation.

 

In this context, producer organizations Spain, France, Italy and Portugal, grouped in the Joint Committee on Fruits and Vegetables, have requested the European Commission A truly harmonized authorization system. Their proposal is that the approval of a plant protection product in one Member State would automatically apply to the other countries in the same region. This would not only facilitate access to the necessary solutions for farmers, but would also strengthen the cohesion of the EU single market.

 

The simplification of this regulation aims not only to ease the burden on farmers, but also to ensure food security and the long-term competitiveness of European agriculture.
