The European Commission has approved a €700 million aid scheme for Spain to promote strategic investments that will increase the country's clean technology manufacturing capacity. This decision aligns with the ambitious goals of the European Union's Net-Zero Industry Act and aims to accelerate the transition to a net-zero emissions economy.

The aid program, notified by the Government of Spain to the Commission, was approved under the temporary framework for state aid of the Clean Industrial Pact, adopted by the Commission on 25 June 2025.
The main objective of this regime is the granting of direct grants to companies throughout Spain. The funds are intended to support the manufacture of net-zero emission technologies and their essential components, as specified in Annex II of the aid framework. This includes a range of technologies crucial for decarbonization.
The grants can be requested and awarded until December 31, 2028
The Commission has examined the scheme and confirmed that it complies with the conditions stipulated in section 6.1 of the aid framework. In its analysis, the European body concluded that the grant scheme is "necessary, appropriate and proportionate" to facilitate the development of economic activities vital to the implementation of the Clean Industrial Pact and to promote the ecological transition.
This approval is based on Article 107(3)(c) of the Treaty on the Functioning of the EU and confirms the EU's commitment to support initiatives by its Member States that promote sustainability and technological independence in the energy sector.
