Spain participates in twinning programs with the Czech Republic

It is a well-known fact that for many years Germany was the most successful country in European Union tenders related to the PHARE, TACIS, and Twining Proposal programs. This was largely due to its presence and active participation in the institutions that award these types of aid programs to third countries. Following Germany in this area were countries such as France, Great Britain, and Italy, with Spain lagging far behind.
However, a couple of years ago the Spanish government began promoting participation in "twinning" programs with countries aspiring to join the European Union. Specifically, in the case of the Czech Republic, this initiative has been strengthened by the support of two key ambassadors: Ambassador Antonio Sánchez Jara, stationed at the Ministry of Foreign Affairs in Spain, and Ambassador Santiago Cabanas, head of the Spanish Embassy in the Czech Republic. Throughout this process, they have worked closely with Ambassador Ramiro Ciprián, who reports to the head of the European Commission delegation in the Czech Republic.
All this effort has already yielded results far exceeding expectations. In the last two years, Spain has won several Twining Proposals in the Czech Republic: "Energy Regulatory Authority," "Telecommunications Regulatory Authority," "Occupational Health and Safety," "Promotion of Ethnic and Racial Equality," and "Modernization of Central Administration." The most recent Twining Proposals awarded include "Implementation of the EU Directive on the Transformation of Czech Railways," the definition of the powers, functions, and obligations of the "Operating Body of the Deregulated Czech Electricity Market," and a "Data Protection" project.
Soluziona, the professional services company of Unión Fenosa, has worked together with other Spanish companies to achieve a greater presence of Spain in these Twining Proposals, with special involvement in two of them: the one related to the Energy Regulatory Authority and the one related to the Operator of the Deregulated Czech Electricity Market.
Soluziona's presence in the Czech Republic over the past ten years has fostered synergy between the two countries. Soluziona has implemented nine projects for its "Open Utilities" systems in gas and electricity companies, earning it a significant reputation as an expert in the energy sector.
Furthermore, Soluziona has been collaborating with the Czech Ministry of Industry for over two years; through seminars aimed at its experts in regulatory matters, high-voltage transport, the electricity market and legal advice, with the aim of collaborating in the design of the liberalization process of the electricity market of this country and facilitating contact between Czech experts from various ministries with the Spanish officials of the National Energy Commission, the Spanish Electricity Market Operator Company, Red Eléctrica and Unión Fenosa.
Furthermore, after a period of reflection and analysis of various European models, the Czech government has begun to make changes to the regulatory framework of the electricity sector and has launched several international tenders for technical support projects and the development of management systems for a competitive market.
Soluziona, in consortium with OMEL and the British company Logica, has recently secured a contract for the design, implementation, commissioning, and operation of the management system for the liberalized Czech electricity market, as well as its maintenance for the next seven years. This will allow Soluziona to offer the Czech electricity sector the products it has developed for Spain, where a liberalized market already exists.
