This fifth disbursement of the Recovery and Resilience Mechanism It consists of 7.100 millones de euros in transfers and 16.000 millones de euros in loans. The funds are intended to finance structural reforms and investment projects in strategic areas such as the ecological transition, the digitalization of SMEs, the modernization of justice and education, and the promotion of green industry and public housing.

The approval of the payment, which follows the Commission's positive assessment in July, recognises compliance with 69 milestones and objectivesAmong the validated advances are the approval of the new Universities Law, the creation of 50.000 vocational training places, the entry into force of laws to modernize the justice system, and the approval of the Water Law. The restoration of ecosystems and the promotion of green hydrogen projects and investments in social housing have also been validated.

This payment places Spain as one of the most advanced countries in the implementation of the Recovery and Resilience Facility and reinforces its leadership in attracting and leveraging European funds.

With this new disbursement, Spain has already received more than 55.000 millones de euros in transfers, which represents 70% of the total planned and places the country as the European Union leader in receiving non-reimbursable funds. In total, the country has met 264 milestones and objectives, placing it among the most advanced in the implementation of this mechanism.

Although most of the objectives have been approved, the statement mentions that some aspects of diesel taxation and the digitalization of local and regional entities are still pending approval. Furthermore, work is underway to correct a milestone related to the reform of temporary employment in public employment.

Despite these challenges, the Spanish government is already preparing the sixth payment request, which will require a review of the Recovery Plan to ensure its implementation until the mechanism closes, scheduled for the end of 2026.
