Furthermore, it seeks to "strengthen control over technology transfers to third countries," establishing new procedures to ensure that defense product exports are carried out under strict oversight standards."
The Royal Decree also aims to "strengthen international industrial cooperation" by fostering strategic alliances for the joint development of weapons and defense technologies. This is intended to increase Spain's competitiveness in a global environment marked by growing protectionist tensions.
The government emphasizes that this legislation responds to "a more complex international context," where geopolitical risks and trade restrictions are on the rise.
