Dual-use exports: Regulatory framework and business management

The internationalization of Basque companies in technological and industrial sectors increasingly entails managing compliance requirements regarding export controls. Regulation (EU) 2021/821 on dual-use products It establishes the control regime applicable to the export, intermediation, technical assistance, transit, and transfers within the EU of certain goods, software, and technologies that may have both civilian and military applications. In practice, this can affect routine operations (exports, shipments of spare parts, technical assistance, software updates, transfer of technical documentation, etc.) and sectors such as electronics, telecommunications, information security, sensors, lasers, and the maritime sector, among others.

With the aim of facilitating an orderly verification of regulatory compliance for companies, Basque Trade & Investment In collaboration with TACEX by ATE At the end of 2025, it published a roadmap that helps determine whether a product or operation is subject to control, whether a license is required, and what the key steps are to do it correctly, reducing the risk of administrative errors, customs blocks, or penalties.

Objective:

The aim of the webinar is to present and explain in a practical way the dual-use roadmap providing companies with a clear methodology to: (i) identify whether their products or operations are affected, (ii) determine whether they require a license and (iii) know the procedure for obtaining such a license.
