The Spanish Federation of Freight Forwarders, International Shippers and Similar (FETEIA-OLTRA) has proposed amendments to the Bill to Amend the Revised Text of the Law on State Ports and the Merchant Navy, and of the Maritime Navigation Law.

On the other hand, the second proposed amendment seeks to prevent those harmed by damage to goods from having to litigate in foreign jurisdictions, even when the damage occurs in Spanish territory. FETEIA-OLTRA considers this practice "excessively burdensome from an economic point of view" and argues that disputes should be resolved in local courts to facilitate access to justice.
