The text then addresses where to act to achieve these goals, considering both the levels and six areas of action in priority geographic areas and at the global level. In its final section, the text outlines how to do so, using six instruments in combination, paying closer attention to the means employed, and, above all, introducing an integrated system for developing external action in six phases.

The report concludes with 10 conclusions that are the foundations on which to base - in the opinion of the Elcano Royal Institute– the renewal of Spain's vision of its place in the world and the role, realistic but influential, that it can play in it as a middle power with a global presence.
