This update responds to the need to implement the requirements set out in the European Union Customs Code (UCC) and will allow for more efficient management of customs transit declarations between the Member States of the European Union and other countries involved.
NCTSP5 aims to further develop the current trans-European transit declaration system and aims to adapt and harmonise the connections between different electronic systems, facilitating the automation of processes and the submission of pre-declarations when goods are not yet available at Customs.
An AEAT spokesperson stressed that “the NCTSP5 system will update existing functionalities to adapt them to the UCC, introducing new tools that will improve trade facilitation and process automation.” He also added that “this system will provide a significant boost to customs and transit operations, helping companies to comply with data and process requirements more efficiently.”
The AEAT also highlighted that the implementation of NCTSP5 will facilitate the possibility of sending transit pre-declarations, allowing companies to prepare and expedite their customs procedures in advance.
System Details:
The new system has introduced several new features, including:
- Adaptation of declaration data to the European Customs Data Model (EUCDM).
- Harmonisation of external domain messages at EU level.
- Implementation of a simplification of the transit regime for declarations with fewer data requirements.
NCTSP5 has a period of coexistence with the NCTSP4 system that will end on March 11, 2024, at which time NCTSP5 will be the only system enabled for the management of transit declarations.
This implementation marks a significant step forward for the AEAT and reinforces Spain's commitment to the digitalisation and optimisation of customs and transit processes in the European Union.
