La European Commission has presented a proposal for regulatory reform of the Customs union which involves significant operational changes. The EU customs union was created in 1968 and facilitates trade for EU companies, harmonizes customs duties on goods from outside the EU and helps protect citizens, animals and the environment from Europe.

In practice, the customs union means that the customs authorities of the EU countries work together as one. They apply the same rates to goods imported into their territory from the rest of the world and do not apply internal rates.

As reported by the General Council of Customs Agents and Customs Representatives, the initiative is based on three pillars: a new relationship with operators, the centralization and modernization of customs computer systems and a governance based on a European Union Customs Authority.

Among the notable operational changes is the customs figure «Trust & Check Trader», that would replace the OAS for large companies with new advantages. It also establishes the obligation to act with indirect representation for those customs representatives who wish to act as "Trade & Check Traders" when clearing goods for companies that do not have that status.
