Promociones Exteriores Canarias, SA, Proexca, a public company attached to the Ministry of Economy, Finance and Commerce, is the instrument used by the Government of the Canary Islands to promote the internationalization of Canary Island companies.
In this sense, the services provided by the entity are grouped into three main objectives: increasing the exportable supply; enhancing the presence of companies in foreign markets and diversifying the establishment of companies in new markets.
On the other hand, the mechanisms to help the exporter or the investor are centralized in four areas of action: Company internationalization program; internationalization support services; access to international public tenders and competitions; technology transfer; offices abroad and agreements with other institutions.
The services provided in the company's internationalization program are aimed at all Canary Island companies interested in participating in international markets.
The Program is structured in three phases, in which PROEXCA assists the company throughout the entire process, from identifying its needs to implementing and monitoring the results achieved.
The approach taken is to empower companies in their initial stage of internationalization. Once the three phases of the program are successfully completed, the company gains full control over its international strategy.
The duration of the program depends on the type of project and the needs identified in each phase. Generally, the period required to successfully achieve the planned objectives is three years.
The Business Plan consists of comprehensive support for Canary Islands SMEs with export and investment potential that wish to carry out a marketing project, establish subsidiaries, branches and/or open a production unit in foreign markets.
PROEXCA begins the process with an analysis of the company and its market position to understand its structure and its export or investment capacity. Once the project has been analyzed, an agreement is signed stipulating the commitments of each party, in accordance with the regulations approved by the Board of Directors.
During the second phase, the strategies to be followed are designed, which define the selection criteria for the target markets and the different marketing policies, conditioned on the available budget and financing.
The final stage consists of implementing the designed activities, establishing the necessary control and correction mechanisms to avoid possible deviations from the planned objectives.
Furthermore, PROEXCA offers a wide range of services based on the needs and capabilities of Canary Island companies, adapting each one to the specific characteristics of the target sectors and markets.
The support that PROEXCA provides to exporters is grouped into four main service areas: Information, Training, Promotion and Financing
Finally, Proexca maintains agreements with other institutions, such as the Spanish Institute of Foreign Trade, in which its collaboration is reflected in business plans within the framework of export consortia, as well as in Sectoral Plans for food products, consumer goods, industrial and technological products.
Proexca has a collaboration agreement with the Spanish Export Credit Insurance Company to promote export risk coverage instruments. Similarly, it maintains an Open Export Management Policy to support exporting SMEs in mitigating both commercial and country risk inherent in export operations.
And, with the Chamber of Commerce, since 1991 in the design of foreign promotion actions, framed within the Chamber Plan, mainly those carried out in Africa, through organized actions such as exhibitions, fairs, direct missions, etc.
