During the official visit that the President of Honduras, José Manuel Zelaya, made to our country last week, he received from his Spanish counterpart, José Luis Rodríguez Zapatero, the verbal commitment that Spain will work to achieve a beneficial association and free trade agreement between the European Union and Central America.
Talks with the EU, which began last Wednesday when the European Commission presented its proposed mandate to negotiate association and free trade agreements with the Andean Community and Central America, were a central topic in the meeting between Zapatero and Zelaya at the Moncloa Palace. The Spanish Prime Minister assured the Honduran president that he would support a "good agreement" with the EU, while Spain would also intensify cooperation with Honduras, a priority country in the 2005-2008 Cooperation Master Plan.
José Manuel Zelaya highlighted the importance of Spanish aid, which, according to data from the Ministry of Foreign Affairs and Cooperation, reached $138 million in 2005 through the Debt Conversion Program. Specifically, $83 million was total debt forgiveness, and $55 million was allocated to development projects. In addition, $28 million was forgiven under the Paris Club agreement.
Honduras is considered a low-income country and ranks 115th out of 175 countries analyzed by the United Nations Development Programme, but it is currently experiencing a good period and its economy is growing at a rate of 5%.
